COLOMBO (News 1st); The agreements to develop Trinco Oil Tank Farm were signed on Thursday (6), said Energy Ministry Udaya Gammanpila.The Office of the Minister of Energy in a statement late Thursday (6) said that a majority of the tanks at the Trinco Oil Tank Farm which were under Lanka IOC will now be under the Ceylon Petroleum Corporation as a development project.The statement noted that the agreement signed in 2003 with thus be terminated and the Trincomalee Oil Tank Farm will be leased for a period of 50 years to the following three entities.1.

Ceylon Petroleum Corporation – 24 tanks2. Trinco Petroleum Terminal – 61 tanks3. Lanka IOC – 14 tanksThe statement said that 85 of the 99 tanks will be under the control of the Ceylon Petroleum Corporation.The new agreement will be presented to the Cabinet of Ministers on the 10th of January and will be tabled in parliament on the 18th of January.The agreement will be available to the public on the 11th of January via the CPC official website.The Trinco Oil Tank Farm was built in the 1920s by the British who were ruling Sri Lanka at the time.The Ministry of Energy said that 100 tanks were constructed across an areas of 827 acres and each tank can hold 10,000 MT of fuel.On the 9th of April 1942 one of the tanks was destroyed in a Japanese Air Raid.It added that as per article 2(iii) on the letters exchanged by the President of Sri Lanka and the Prime Minister of India on the 29th of July 1987, it was agreed to develop the Trincomalee Oil Tank Farm as a joint venture between Sri Lanka and India.However, on the 7th of February 2003, an agreement was signed to lease all 99 tanks to Lanka IOC for a period of 35 years.Yet, Lanka IOC had only made use of 14 tanks while the rest were.

‘Prevention of Terrorism Act’ to be amended ahead of UNHRC

COLOMBO (News 1st); The Sri Lankan Government has gazetted a bill with amendments to the controversial Prevention of Terrorism Act ahead of the UNHRC sessions in Geneva.The bill titled Prevention of Terrorism (Temporary Provisions) Amendment Bill proposes a number of amendments to ensure that the legislation is in line with international standards and best practices.According to the amendment, a suspect will be allowed to apply to the supreme court on grounds of violation of their fundamental rights and seek relief.The amendment also proposes to allow for Attorneys at law to have access to the person in custody and also allow relatives to communicate with the detainee.The bill proposes to reduce the total period of detention permitted under the act from 18 months to 12 months.The bill includes an amendment to allow a magistrate to visit the place of detention of the suspect to ensure that the suspect is protected from torture or any degrading treatment.The bill also includes provisions to allow a suspect to be produced before a judicial medical officer to ensure that such a person has not been subjected to torture.The bill also enables the courts to conduct day-to-day trials to expedite the proceedings in the case.The Prevention of Terrorism Act was introduced in 1979 mainly in response to the CIvil war at the time and is being amended after 43 years.The bill appeared in the gazette against a backdrop where the next United Nations Human Rights Council Session in March.

COLOMBO (News 1st); Sri Lanka Police is seeking public assistance to locate two men wanted for possession of proceeds of drug smuggling.A statement from Sri Lanka Police said that the Police Narcotic Bureau in December 2021 seized a vessel with over 290 kg of heroin in deep seas.The men wanted by police are those suspected of earning money from peddling drugs connected to the December bust.Sri Lanka Police said the men were identified as two main suspects who are handling the drug trafficking operation from Sri Lanka and they have fled their residences.The suspects are:1. PUCSL recommends daily power cuts until 04th February, private sector assistance to be obtained

COLOMBO (News 1st); The Public Utilities Commission of Sri Lanka (PUCSL) has taken steps to make recommendations to resolve the power crisis in the country.Chairman of the Public Utilities Commission of Sri Lanka, Janaka Ratnayake stated that the CEB has requested the PUCSL for permission for daily power cuts from the 25th of Januray until the 04th of February.He noted in confidence that accordingly, there will not be a need for no long lasting power cuts in the future.Presently, State and private sector companies are in possession of several 3,000 MW generators, he pointed out, adding that these generators could produce electricity which would assist the production of electricity in the country.The PUCSL Chairman added discussions were carried out with the companies that own such generators, adding that private companies have agreed to provide their assistance to rectify the power crisis.

Over 330 Kg of heroin seized in international waters in special joint operation

COLOMBO (News 1st): Sri Lanka Navy said it seized two trawler boats transporting over 300 kg of heroin in the South-Eastern seas off Sri Lanka, in international waters.Navy Spokesperson Captain Indika De Silva speaking to News 1st said the drugs were seized in a special joint operation with the State Intelligence Service and the Police Narcotic Bureau.11 suspects were arrested from aboard the two vessels, he added.He went on to note that the two trawlers belong to Sri Lankan fishermen and the haul of seized heroin will be brought ashore on Tuesday (25).

COLOMBO (News 1st); Sri Lanka’s Central Bank Governor Ajith Nivard Cabraal said the island nation has to settle USD 12.5 Billion of debt in International Sovereign Bonds over the next seven years.Speaking to the US-based CNBC, the Governor said the total foreign debt outstanding for 2022 is approximately USD 6.9 Billion.“Out of the 6.9 Billion, most of the loans are Sri Lankan-based loans which we have already negotiated for rollover as well as certain multilateral debts which are also being funded with new receipts that are coming in,” he said.“The only area that we do see as some kind of risk, as well as concern, is the international sovereign bonds. Out of which we need to pay 1.5 Billion Dollars back this year.
